For a small agency of 1 to 10 recruiters, the best AI recruiting tools as of October 2026 are the ones you can buy at a published price without a sales cycle: an ATS with AI built in (Manatal from $15 per user per month, Crelate from $85, Recruit CRM from $95, Loxo from $149, or Zoho Recruit's free plan), a sourcing tool with a free tier (Juicebox or Pin), and a low-cost note taker for screens (Metaview's free plan, Otter, or Interview Signal's pay-as-you-go hours). Most small agencies should start with the ATS, add note-taking second, and skip AI interviewers until volume demands them.

We make Interview Signal, one of the tools below; everything about the other products comes from their own sites, linked and dated. For agencies of any size, see AI tools for recruiting agencies; this page is for owners watching every dollar.

What AI does a small agency actually need?

A small desk has three jobs where AI saves real time:

  1. Finding people: searching your own database and the open web in plain language, and matching candidates to new job orders.
  2. Writing up calls: notes on the record and a submittal the client will read, without an hour of typing after each screen.
  3. Keeping the ATS clean: parsing resumes, formatting CVs for clients, summarizing long histories.

Everything else, from AI interviewers to interview analytics, is built for teams with far more volume than a small agency has. Our recruiting agency tech stack guide shows which software categories you need at one, five and twenty desks.

Which ATS with AI built in suits a small agency?

Manatal

Every Manatal plan includes AI candidate enrichment and resume parsing, automatic AI candidate scoring, AI-generated job descriptions, and an AI assistant that summarizes candidates, analyses fit and gaps, and builds interview prep. Professional is $15 per user per month billed annually or $19 monthly, with a 14-day free trial and no card (Manatal). Best for: a new agency that wants AI matching on day one at the lowest published price. Watch: we found no built-in dialer or call notes.

Recruit CRM

From its Pro plan ($95 per user per month billed annually), Recruit CRM includes AI resume parsing, a Candidate Submission Agent for client-ready profiles and a Candidate Pitching Agent; AI sourcing and an AI meeting notetaker use credits, and built-in calling with recordings logged to the record is available on credits. There is a 30-day free trial (Recruit CRM). Best for: agencies that want calling, submittals and AI in one bill.

Crelate, Loxo, Zoho Recruit and Vincere

Crelate's Essentials plan is $85 per user per month paid annually for up to 2 users and includes AI sourcing; its AI Assistant arrives on Business at $119 (Crelate). Loxo's Core plan starts at $149 per user per month billed annually with natural-language AI search; its agents, including the AI notetaker, are on the demo-priced Professional plan, with a 7-day free trial (Loxo). Zoho Recruit's staffing edition has a Forever Free plan with one active job and a 15-day trial of Enterprise features (Zoho). Vincere's single-user Startup plan is £150 a month on a 30-day rolling contract, but its AI features start on Core at £95 per user per month (Vincere).

Bullhorn, the best-known agency ATS, publishes Starter at $99 and Core at $165 per user per month, but lists its AI features on Pro and Max, which are priced by quote (Bullhorn).

Which add-on AI tools have free or low-cost plans?

  • Juicebox has a free plan with limited searches and five one-off contact credits; Starter is $99 per seat per month billed yearly (Juicebox). Best for: finding candidates your database does not hold. Its ATS integration is on the custom Business plan.
  • Pin is free forever for one seat and one job, with three searches a day and email-only sequences; Solo is $99 a month billed annually (Pin). Best for: a solo recruiter who wants an AI agent running searches and outreach.
  • Metaview is free for 25 calls a month (Metaview). Best for: a desk doing a handful of video interviews a week.
  • Otter Pro is $8.33 a month billed yearly (Otter). Best for: a searchable transcript at the lowest cost, with the write-up done by hand.
  • Interview Signal sells hours that never expire: 1 hour for $9, 5 for $29, 15 for $69, or Solo at $49 a month. It gives a live question guide, a scorecard with the candidate's quotes and a submittal in your template, with no bot on the call. Best for: small desks whose call volume rises and falls. Weak spots: no ATS integration, desktop only, phone screens must run through the computer, and few public reviews so far.

What does a small-agency AI stack cost?

For the note-taking line alone, our note-taker pricing comparison works out cost per screen across vendors.

What should a small agency skip?

  • AI interviewers, unless you screen hundreds of similar applicants a month. Most quote by volume and add compliance work.
  • Overlapping tools. If your ATS already drafts submittals or takes call notes, try it before buying a second tool that does the same.
  • Long commitments you cannot use. Several tools bill annually up front or have 12-month minimum terms; monthly or pay-as-you-go options protect cash flow in your first year.
  • Unreviewed data sharing. Every AI tool processes candidate data; get a data processing agreement first, as explained in DPAs for recruiting software.

In what order should a small agency buy AI tools?

  1. The ATS. Pick one with the AI you will actually use, at a price you can hold for a year. Starting out? See how to start a staffing agency.
  2. Call notes and submittals. Measure minutes from hang-up to submittal before and after; this is usually the largest weekly saving.
  3. Sourcing, once your own database stops producing enough candidates for new job orders.
  4. Review after 90 days. Cancel anything recruiters have stopped opening. Our guide to building a recruiting desk covers the habits that matter more than any tool.

Questions people ask

What AI recruiting tools are best for a small agency?

As of October 2026, most small agencies get the best value from an ATS with AI built in at a published price, such as Manatal, Recruit CRM, Crelate, Loxo or Zoho Recruit, plus a sourcing tool with a free tier such as Juicebox or Pin, and a low-cost note taker such as Metaview's free plan, Otter or Interview Signal's pay-as-you-go hours. Add more only when one stage clearly costs your recruiters hours every week.

What is the cheapest recruiting ATS with AI features?

Of the agency ATSs that publish prices as of October 2026, Manatal's Professional plan is $15 per user per month billed annually and includes AI candidate enrichment, scoring and an AI assistant, with a 14-day free trial. Zoho Recruit has a Forever Free plan limited to one active job.

Is there a free AI tool for recruiting agencies?

Several have free tiers as of October 2026: Juicebox and Pin for sourcing (with tight limits), Metaview for interview notes (25 calls a month), Otter Basic (300 minutes a month, 30 minutes per conversation), Zoho Recruit's Forever Free plan with one active job, and 20 free minutes of Interview Signal. Free tiers are good for testing, not for running a busy desk.

Should a small agency use an AI interviewer?

Usually not at first. AI interviewers are built for high volumes of similar applicants, rarely publish prices, and bring extra compliance work if they score candidates. A small agency's advantage is the relationship, so most get more from AI that writes up the recruiter's own calls than from AI that replaces them.
