The best AI tools for recruiting agencies, as of October 2026, are the ones that remove hours from a specific stage of the desk: Juicebox, Gem or LinkedIn Recruiter with Hiring Assistant for sourcing; SourceWhale for outreach; an AI phone interviewer such as HeyMilo for high-volume first screens; CoRecruit, Metaview or Interview Signal for interview notes and submittals; and the AI inside the ATS itself, such as Bullhorn Amplify, JobAdder's Adder Intelligence or Loxo's agents. No single product covers every stage well, so buy for the stage that costs your recruiters the most time.

We make Interview Signal, one of the tools below; everything about the other products comes from their own sites, linked and dated. For which software categories an agency needs at each size, see our recruiting agency tech stack guide; this page is about which AI products fit each stage today.

Where does AI save an agency recruiter time?

An agency desk runs the same loop every day. AI tools now exist for each step:

  1. Sourcing: finding people who match the job order, including passive candidates and your own database.
  2. Outreach: writing and sequencing the first messages, and handling replies.
  3. Screening: the first conversation, run by a recruiter or, for some roles, by an AI interviewer.
  4. Notes and submittals: turning the call into ATS notes and a client-ready write-up.
  5. ATS upkeep: matching, record updates, formatting resumes, and keeping data current.

Ask each recruiter to estimate weekly hours on each step before you buy anything. The step with the most hours and the most copy-and-paste is where the first tool should go.

Which AI sourcing tool is best for agencies?

Juicebox

Juicebox describes itself as AI-powered sourcing and outreach with natural-language search, and its Growth plan is "built for small teams, agencies, and startups." Free gives limited searches; Starter is $99 per seat per month billed yearly or $119 monthly; Growth is $179 or $199. Note that the ATS or CRM integration, including its Bullhorn read/write sync, sits on the custom-priced Business plan (Juicebox pricing). Best for: agencies that want strong search outside LinkedIn at a published price.

LinkedIn Recruiter with Hiring Assistant

LinkedIn says Recruiter Professional Services Plus is built for staffing agencies, and Hiring Assistant, its AI agent that runs searches, drafts messages and pre-screens interested candidates, is an add-on on RPS+ and Recruiter only, not Lite (LinkedIn help, Hiring Assistant). Prices are not published. Best for: larger agencies already paying for Recruiter seats.

Gem

Gem has a staffing page and a separate price list for recruiting firms: Essentials at $99 per user per month billed yearly for up to 3 users, Professional at $149 for up to 10, and custom Enterprise with Bullhorn among its ATS connectors (Gem staffing pricing). Best for: teams that want sourcing, a candidate CRM and sequences in one tool.

Which AI tool helps agencies with outreach?

SourceWhale calls itself a suite of AI modules for recruitment, staffing and executive search firms, with plain-English search across your CRM and the web, personalised sequences, an inbox agent and a notetaker (SourceWhale). It names the widest set of agency systems here: Bullhorn, Crelate, JobAdder, Loxo and Vincere. Prices are not published. Best for: agencies whose bottleneck is reaching enough candidates and clients, and who want replies logged in the ATS.

Should an agency let AI run first screens?

AI interviewers now call or video-screen candidates on their own. HeyMilo, for example, runs automated phone screens and scored video interviews, says it operates 24/7 in 20+ languages, names Bullhorn, Avionté and JobDiva among its integrations, and lists staffing agencies among its users (HeyMilo). Bullhorn's own "Screen" digital worker is described as interviewing candidates and generating summaries (Bullhorn).

Best for: high-volume roles where every applicant needs the same short screen. Think twice on specialist desks, where the first call is also when you sell the role. A tool that scores or ranks candidates can also count as an automated employment decision tool under New York City's Local Law 144; see our bias audit guide. We compare these tools in more depth in AI tools for phone screens.

Which AI tools write interview notes and submittals?

This is where most agencies feel the time saving first, because every screen ends in ATS notes and many end in a submittal. Four realistic routes, as of October 2026:

  • CoRecruit: desktop capture with no bot, built-in calling and client-ready submittals, on a 12-month minimum term (CoRecruit).
  • Metaview: notes and draft scorecards written back to Bullhorn and other systems; phone screens are dialled from its phonebook (Metaview Bullhorn guide).
  • Bullhorn Amplify: Transcribe saves call notes to the Bullhorn record, and Present generates "branded candidate submissions" (Bullhorn Amplify).
  • Interview Signal: a live question guide from the job description during the call, then a submittal in your agency's template where each claim is backed by the candidate's quotes. Weak spots: no ATS integration (you paste notes into Bullhorn or JobAdder), desktop only, no video recording, phone screens must run through the computer, and few public reviews so far.

For a closer comparison see AI tools for candidate submittals and our staffing agency note-taker guide.

Is the AI already in your ATS enough?

Check before you add vendors. Bullhorn lists "AI search and match", "Amplify Chat", "AI resume formatting" and "AI call transcription" on its Pro tier, with agentic screening and multi-step AI outreach on Max; both are priced by quote, while Starter ($99 per user per month) and Core ($165) list no AI features (Bullhorn pricing). JobAdder's Adder Intelligence includes Smart Summaries and Smart Floats, which create "float-ready" candidate overviews from resume content and recruiter notes (JobAdder). Loxo's Core plan starts at $149 per user per month billed annually with AI search, and its Professional plan adds every agent, including an AI notetaker for Zoom, Meet and Teams (Loxo pricing).

Best for: agencies that value one system of record over best-in-class features. Weak spot: ATS AI tends to be strongest on data you already hold and weaker on live calls, especially unscheduled phone screens.

How should an agency roll out AI tools?

  1. One stage at a time. Pilot one tool with two recruiters for a month and measure hours saved on that stage.
  2. Test the ATS write-back. A note on the wrong record, or under a generic integration user, breaks your reporting.
  3. Keep data agency-owned. Use company accounts, not personal ones, so a leaver's conversations stay with you.
  4. Settle consent and disclosure. Tell candidates when a call is recorded or transcribed and when AI is involved; see using AI in recruiting responsibly.
  5. Keep a human on decisions. Let AI draft, rank and summarize; let recruiters decide who goes to the client.

Questions people ask

What are the best AI tools for a recruiting agency?

As of October 2026, a typical agency stack pairs an AI sourcing tool such as Juicebox, Gem or LinkedIn Recruiter with Hiring Assistant, an outreach tool such as SourceWhale, a note-taking and submittal tool such as CoRecruit, Metaview or Interview Signal, and the AI built into its ATS, for example Bullhorn Amplify, JobAdder's Adder Intelligence or Loxo's agents. Most agencies should start with the stage where recruiters lose the most hours each week.

Which AI recruiting tools integrate with Bullhorn?

On their own sites as of October 2026, Juicebox, Gem, SourceWhale, HeyMilo, CoRecruit and Metaview all name Bullhorn, and LinkedIn lists Bullhorn among its Recruiter ATS partners. Bullhorn also sells its own Amplify AI. Always ask to see a real record written back before you sign.

Should a recruiting agency use an AI interviewer for first screens?

It can make sense for high-volume roles where every applicant needs the same short screen, such as light industrial or contact center work. For specialist and permanent desks, the first call is also where the recruiter sells the role and builds the relationship, so most agencies keep a human on that call and use AI for notes and the write-up.

How much do AI tools for recruiting agencies cost?

Published prices as of October 2026 range from free tiers (Juicebox, Metaview) to about $99 to $199 per seat per month for sourcing tools like Juicebox and Gem, $64 to $85 per user per month for CoRecruit, and quoted prices for Bullhorn's AI tiers, SourceWhale and LinkedIn Recruiter. Interview Signal starts at $9 for an hour of pay-as-you-go transcription.
